2010 Salary Budgets are expected to increase slightly from 2009 levels, according to a consensus of several salary surveys.  Some companies still expect to freeze salaries in 2010 but the percentage is expected to decrease from 2009. Average salary budgets for companies who are not freezing pay will be approximately 3.0%.
